news 4 my day. >> i'm barbara harrison. >> i'm keith russell. we begin with live pictures from the new york stock change. prices are higher this morning. small gains from the dow and nasdaq. investors are hoping to make up for big losses yesterday. a positive housing report is helping. more on the numbers later in the newscast from cnbc. the chance of record-breaking temperatures today. tom kierein with the first 4 forecast. >> looks like a hazy, summer day. that was a live view. we have had clouds coming through this morning over the last three or four hours. generally, seeing this activity breaking up. just a few lingering sprinkles in southern an run dell and across the bay and easton and delaware. after that, behind that, we are getting the cloud cover breaking

up. sunshine breaking out west and north of washington. cloudy for the most part to the south. as the sun does break out, we are going to see the temperatures take a quick jump. most locations mid to upper 60s to near 70 degrees including montgomery and prince george's counties. temperatures in the 60s at reagan national. i'll be back in a few minutes with the latest on tropical storm sandy. a look at the seven day outlook in a few minutes. barbara and keith? >> thank you. d.c. brought in just under $85 million this past fiscal year from the traffic camera tickets. a big chaun k comes from speeders. we have more on how the cameras are cashing in. richard? >> reporter: barbara, you know the speed cameras have been a contentious issue for awhile now. one leading auto club decided to

figure out where there's the most traffic, which camera is issuing the most tickets. they put out a freedom of information request. they discovered even though there's a clearly posted speed limit there, this street is coming back more often than any other. a roadway like the bw parkway may seem the fastest way to get around. a new report says it's the most costly. aaa found d.c. cameras issued 28% of all speed camera tickets this year. >> d.c. 295 may be, may be the most expensive road in america to drive on. >> reporter: three of the top five speed cameras issuing the most citations are on 295, the southbound exit at exit one. the other location 67,000. the cameras 295 at betty road

and branch avenue with 40,000 tickets issued. aaa saysany commuters don't believe the speed limit is appropriate for 295 and the design for the parkway may be what drives drivers to speed. >> it looks like an interstate. it has the feel of a parkway or a fast road. so you get on it and you are very comfortable doing 55 to 60 miles an hour. the speed limit there is 40 to 45. >> reporter: you can see it in black and white. 45 miles per hour. of course, the number of speeders that are actually caught by the cameras is one of the reasons why they are bringing in so much money. there's also the cost of the fines. in many cases, well over $100 per citation. there's a committee set up to look at that and see if the fine is appropriate and maybe they will decide to bring it down a little. reporting live in northeast d.c., richard jordan, news 4.

>> thanks, richard. >> all lanes of i-95 are open. the accident happened around 11:30 last night at mile marker 138. virginia state police say the car was trying to avoid hitting a deer. the accident shut down northbound lanes of 95 for more than five hours. it took that long to clean up debris and fuel that spilled. >> look at all that traffic out there. is it still out there? let's talk to danella for the first time this wednesday morning. >> good morning to you both. i-95 in virginia is a lot better. it was tied up. now, nice and clear. here is the situation still going on that was occurring this morning. northbound pennsylvania avenue, the left lane blocked between the beltway because of a water main break in that area. crews are working to repair it. the outer loop of the beltway, an earlier crash at georgia avenue. that crash is gone.

a bit under speed. not terrible. sluggish as you head toward i-270. it will take 14 minutes. >> back to you. >> thanks. the federal government launched a prop into the d.c. tax office. chief financial office -- the securities and change office is calling for audits dating back to january of 2010. the d.c. council cited the tax office on a number of issues including tax tracking and oversight. they criticized him for not releasing audits that document the problems. a report on the audits, his office said they are cooperating with the request. police are looking for a serial broker linked to a string of sexual assaults in fairfax county. it happened on south maple avenue in gibson street. a man approached a woman,

grabbed her with force and dragged her away. the police created a composite sketch. five similar assaults happen d last month. police have not filed charges against a woman who led them on a high-speed chase. they clocked her driving at least 90 on interstate 66. they tried to stop her but she kept going to the naval support facility in bethesda. she was chews on a bar of soap while driving. they caught her near a construction zone. >> it's been a couple months since the school year started. some students are dealing with a problem that is usually solved during the first week. a bus driver shortage left students stranded and stops made them late for class, not just a few times. one school is forced to change their schedule because of this issue. tony tull has more on the impact

of this shortage and what it's having on the students. >> reporter: this is a prince george's county public school system bus lot. there are plenty of buses here. the problem is county is facing isn't a shortage of buses, it's a shortage of bus drivers. >> i don't know what to do. >> reporter: it's a parent's worst nightmare. you get your kid ready for school, send them off to the bus stop and the unthinkable happens. they never get picked up. >> they started school. they left her son far from here. >> luckily, she put his information on an identification card attached to her jacket that proved the only reason he made it to school safely. >> thank god this good person take the baby and bring it to her house. what happened if somebody, you know, somebody is taken and never bring him home. >> reporter: it's a problem they are trying to fix.

a shortage of bus drivers to eliminate stops and routes. >> one driver had to do multiple runs to a school to double bus routes. >> reporter: with the consolidated routes comes a trickle down effect. students are getting to school late. >> thousands of students are arriving late. we have other strategies we are implementing here in the future. >> reporter: there have been changes. the principal has shortened lunch and recess to offset the students that arrive late on the county buses. >> as we are recruiting the drivers, going through the interview process, we have 16 on the road already. we will have 100 new drivers on the road by december 21st. >> reporter: the director of transportation says they are the only school to amend the school day due to kids getting there late. they may change bell schedules

comes to our backyard later this week. both campaigns are focusing on one of the most crucial and hotly contested states, that's virginia. aaron gilchrist has more on the blitz from the news 4 super screen. aaron? >> virginia is going to be a major focus for both campaigns. if there was a doubt how important it was, the next four days should prove its weight. the president, mitt romney and both running mates will make eight stops over the next few days. this starts tomorrow in richmond where the president will hold a rally at bird park. the doors open around 9:00. richmond will host romney on sunday. it's the first stop of a three-city tour for the republican. he will visit virginia at battlefield high school. he will wrap up the day at the farm bureau amphitheater in

virginia beach. romney's running mate, paul ryan will stop in bristol and charlottesville. joe biden goes to virginia beach and lynchburg saturday. >> there are major problems with absentee ballots in maryland. they heard from a voter who say he was missing a page of referendum questions. some were the most talked about questions like six on gay marriage and seven on gambling. there are a small number of ballots missing pages. if you have not voted, you can call your local election board for a new ballot. head to www.nbcwashington.com and search ballot for more information. some of those campaign signs you see along roadways on your way to work may be gone, soon. road crews are removing hundreds of those signs in maryland. the state highway administration says many signs were put there illegally. this has nothing to do with politics.

now, it's beautiful. there's sunshine breaking out. the washington monument, the jefferson memorial and color showing up around the potomac. 64 at reagan national. it's going to jump quickly. a 15-degree jump between now and the next three or four hours. as we look at the gorgeous color continuing to stream in from viewers. look at this glowing maple tree next to that house. another gorgeous picture. this is in falls church, bill mcnight posted this to weather@nbcwashington.com. like this in germantown. it's a flaming red maple tree. the fall color is continuing to build and we have peak color now. just west and into the mountain region. some of the high elevations.

right near washington, the yellow zone is near peak color here near the metro area and northern virginia, maryland and southern maryland. color showing up farther south along the lower eastern shore. peak color here this weekend before we get wind on sunday and monday, tuesday that may knock down a lot of the leaves. ocean city is at 71. much of the region, all these areas in green are well into the 60s now. as the day progresses, yes, we are going to have a rapid warm up as we have one area of sprinkle activity this morning. it's breaking up and dissipating south and east and getting breaks in the clouds. here is the latest with sandy. it's a tropical storm. it's just about 75 miles south of kingston, jamaica. it's got a lot of rain. the latest conditions now, it is an 80-mile-per-hour -- it just became a hurricane. it's just updated.

it's a category one hurricane making near land fall in jamaica. it may maintain that over cuba and east of miami. this is during the day on friday. then saturday and sunday, a northeasterly turn. it could track anywhere in this zone to bermuda or by monday at 8:00 a.m. or as far west off our atlantic sea board monday at 8:00 a.m. stay tuned here. it will affect our weather and be changeable depending on that tract. near 80 by mid afternoon. back to the mid-70s by this afternoon. a few clouds around falling to the 60s by midnight. tomorrow, sunshine in and out. highs reaching the mid-70s. a bit cooler with clouds around on friday near 70. a small chance of a sprinkle. increasing clouds. the latest thinking is there's an increasing chance sandy will

the victim's relatives say he needs to stay locked up. melissa mollet has more on the hearing. >> his parole hearing has been under way for two hours now and no answer yet. the board is in a closed session, deciding if he will be released. he served five years of his 20 to life sentence. she was beaten to death with a golf club. during his first ever parole hearing, he spoke slowly and softly saying i did not commit the crime. while his supporters say he deserves to be released, the victim's relatives say he should be kept in jail the rest of his life. he's eligible for parole consideration because of the law as well as good behavior credits. if the board approves the release, he's eligible to be let out this spring. we'll keep you updated on developments on air or on the

website at www.nbcwashington.com. in the news room, melissa mollet, news 4, back to you. health investigators in massachusetts say they found unsanitary conditions inside the pharmacy linked to the deadly meningitis outbreak. that includes black specks of fungus in the steroids. 23 people have died. the governor of massachusetts is ordering surprise inspections of the compounding pharmacies at least once a year to try to stop something like this from happening again. meantime, the number of suspected meningitis cases in virginia is rising. the virginia department of health says 41 cases have been reported. that includes three cases of west virginia residents treated at virginia hospitals. they are working to contact the 700 people who received a shot that could be tainted. the prince george's county school board is erases all votes

from a woman living outside her district. he was living outside the district for four months. that violates maryland law. she moved to care for her ill mother. yesterday, the board decided to erase all of her votes. several members recognized her for her service. >> i wish to express and i hope the board, as a whole, expresses its deep admiration and appreciation for miss johnson and the work she's done, the dedication. she has truly dedicated her life to the equity and performance of our students. >> johnson already planned to resign this fall. two others are vying for her seat in november's election. a new effort to push for a later start time at montgomery high school. more than 5,000 people signed the online petition to start classes at 8:15 or later so

two years. the federal reserve wraps up a two-day meeting this afternoon. they are not expected to make major changes in policy. college loan debt. it's an issue. we know about it heavily around the united states. the cost of higher education continues to rise. the college board says in-state tuition rose $400 this fall or 5% to $8,655. that's up modestly from years past. if you include room and board, the total is $17,860. the price tag for a private school, $39,518. a third of students pay full price if you factor in student aid and scholarships. something to be aware of when you move forward in financial planning. keith? >> thanks. early treatment may be key for key suffering from adhd.

a recent study found men diagnosed but not treated didn't do as well in adulthood as their n non-adhd counter parts. there are three particular things in a person's life that could have been better had they had some treatment. >> right. the three things that we see are worse off for people who do not get treated for adhd are things like substance abuse, education and divorce rates. >> let's talk about substance abuse. people not treated for adhd, we are talking about, tell us what it is, again? >> the group that has adhd as a kid and does not get treated, they have a 14% rate of substance abuse in early adulthood versus 5% for those who did not have adhd.

>> what about divorce rate for people with that. >> the divorce rate is much more significant for those people who have adhd. it's understandable why that would take place. there, the divorce rate is 31% with adhd and 12% without adhd. they are difficult to be married to. they are not organized, they are not doing well professionally. relationship problems, money problems. >> the third is education. let's look at the differences. >> the people with adhd have a 3.7% rate to get educated beyond high school versus 29.4% without adad. >> it's not a child's fault if they don't get treated. they are not the ones who make the decisions. a lot of parents don't want them treated because they think they are going to outgrow it. >> a large part of the population does not believe adhd

is a real disorder. i get upset when i hear that. one of the most rewarding things i do as a doctor is treat this condition. you see such a difference in the outcome. i know it's very difficult to make a decision to put your child on medication. it's not a decision any parent takes lightly. it can tremendously change the outcome for the child's future. >> it sounds like it. could it also leave them -- i have a friend whose son is trying to get a license -- a pilot's license. he can't get it because he tested, as a child, to have adhd and can't fly if you have it. >> i have an adult patient i treat for adhd. i had to write a letter for him because he's not able to get his pilot's license because he's on adhd medication. it's very unfortunate. it's a deeper and bigger

question. if you are treated for adhd, we know they are able to function as well as somebody without adhd. >> people can be treated as adults for adhd, is that right? >> people who have adult adhd are actually kids who had adhd who never had it diagnosed as kids. 50% of kids with adhd outgrow it. 50% will not. those go on to be called adult adhd patients. >> the only way to determine if they have outgrown it is what? >> if you go on medication when you are young, every year you want to try to go off the medication to see if you have outgrown the problem. generally, it's late teens to early 20s when you get full development of the frontal lobe. >> can you tell me quickly, how can an adult know if they have adhd and should seek help? >> there's good books to seek. go to the chad website.
